Walking about the grounds of the now-evacuated building, the Captain receives information from his crew inside the building, evaluates and coordinates his team.

According to an evacuated couple I interviewed on the scene, the fire apparently started in the bedroom of a 3rd floor apartment for unknown reasons.

Quick work was done to snuff out the fire that affected the apartment in question. Everybody got out and thankfully no one was hurt.
